Any Google Shopping agency worth hiring starts from one fact: in Google Shopping, the product feed is the targeting.
There are no keywords to bid on. Google decides which searches a product appears for by reading its title, description, category, price and attributes in Merchant Center. A store with a weak feed can have a perfectly built campaign and still show up for the wrong searches, or not show up at all. Since Performance Max absorbed Shopping campaigns for most retailers, the feed also shapes where products appear on YouTube, Display, Gmail and Discover.
That is why the best Google Shopping PPC agencies spend as much time on product data as on bids. The work looks the same everywhere: rewrite titles to match how people search, fill missing attributes, split products by margin and sell-through, feed profit data back into bidding, and keep Performance Max from spending on branded searches the store would have won anyway. The agencies below were chosen because they treat that data work as the core of the job and can show named retail results.

Conversion Perk runs Google Shopping and Performance Max as part of a retail practice that also covers Amazon, which is rare among agencies of its size. For a brand selling through its own store and the marketplace, that means one team decides which products to push on Google and which to defend on Amazon, instead of two vendors bidding against the same shopper. Paid search media and Amazon advertising make up most of the agency’s work, and Google Shopping, PMax, Search and YouTube are run by certified Google Ads specialists.
Feed work sits alongside the campaigns: product titles and attributes are rewritten for search intent, and listing optimization on Amazon uses the same product data. The agency focuses on ecommerce brands spending roughly $10,000 to $50,000 a month on ads, with weekly strategy calls and monthly retainers from $2,500. Working from India with coverage across US, UK, Canadian, Australian and European time zones, it gives growing retailers specialist Shopping management at a lower cost than most Western agencies.
smec (Smarter Ecommerce) has worked only on paid search for retailers since it was founded in Linz in 2007, and it has held Google Premier Partner status continuously since 2016. It builds its own Shopping and Performance Max technology, including a bidding and campaign orchestration platform, and runs one of the largest Comparison Shopping Services in Europe, smec Shopping.
The agency serves more than 360 retailers in 49 countries and manages hundreds of millions in annual ad spend. For Decathlon it raised ROAS by 52% and revenue by 22%, and for industrial supplier Cromwell it grew revenue 226% while lifting ROAS 72%. smec offers both software and a managed service, so buyers should confirm which one they are buying. Its client base leans toward larger European retailers.
Bidnamic does one thing: Google Shopping and Performance Max. Founded in Leeds in 2018, it bids at the level of individual products using its own machine learning, so each SKU gets a target return based on its own performance instead of sharing a campaign average. A human account team sits on top of the technology, which the company describes as the best of agency and software combined.
Results on its site include a 526% revenue increase for outdoor brand Rab, a 62% ROAS lift for LD Mountain Centre and a 34% ROAS improvement for Volcom. It also runs its own CSS for UK and EU retailers. Because Bidnamic works almost only on Google, brands that also need Meta or Amazon management will need a second partner.
ROI Revolution has served retailers from Raleigh since 2002 and runs a dedicated product feed team with its own RevolutionSuite technology. It currently manages more than 2.6 million SKUs across 200+ domains and pushes feeds to Google, Microsoft, Meta, Pinterest and comparison shopping engines from one source.
It holds Google Premier Partner and Microsoft Elite Partner status for 2026 and is also an Amazon Ads and Meta Business Partner. After a feed overhaul, Treadmill Doctor saw revenue rise 132%, and the agency reports an average 22% lift in Google Shopping revenue within six months of feed optimization. It has been broadening into a full omnichannel retail agency, and new feed setups take one to three weeks.
Genie Goals is a Cambridge agency of around 30 people that combines Google Premier Partner status with its own CSS, the Genie Shopping Network. It treats Shopping and Performance Max as one integrated system, and says its accounts generate more than 37 million Google Shopping impressions a day.
For New Zealand menswear brand Rodd & Gunn it reported 226% ROAS year on year, and lighting retailer Industville grew revenue 97% over the same period. Paid social, affiliate and Microsoft Ads round out the service. Its CSS savings apply only to campaigns in the UK and the European Economic Area, so it is best suited to retailers selling there, and buyers should ask for Shopping-specific proof because some published case studies focus on paid social.
Smarketer, founded in Berlin in 2011, works only on search and Shopping advertising on Google and Microsoft. It is a Google Premier Partner, a Google CSS Premium Partner and a Microsoft Elite Partner, and its own CSS, Smarketer.Shopping, lists about 812 retailers and more than 50 million products.
Fees are success-based with no long-term contracts, and the agency advertises a 20% performance improvement guarantee. It has around 900 active customers, including Audible and TIER, managed by more than 80 account managers. Named case study figures are scarce, and with a high-volume model buyers should ask how many accounts each manager handles.
Logical Position is one of the largest Google Premier Partners in the United States and was named Microsoft’s Global Channel Partner of the Year in 2024. Founded in 2010 in Lake Oswego, Oregon, it has managed more than $2.15 billion in ad spend and runs its own feed management product, FeedLogic.
Pricing is published, which is uncommon at this scale: management fees start at $674 a month and rise past $1,200 as spend grows from $900 to $90,000 or more, with discounts for 12- or 18-month commitments. For blender brand BlendJet it grew revenue 413% at a 3.85x ROAS. Feed management is billed on top of the management fee, and the agency’s size means buyers should ask about account manager workloads.
JumpFly has specialized in paid search since 2003 and is a Google Premier Partner with more than 34 Google-certified specialists managing over $6 million in monthly ad spend. Its multichannel feed service is one of the few with a public price list: $500 for setup, then $250 a month for one feed or $350 for two, covering up to 5,000 SKUs.
Shopping campaigns run on Google and Microsoft, with feeds also pushed to Meta and Pinterest, and Amazon advertising is managed by the same team. Named clients include Wilson Safe Company, Hayabusa and Wakit Grinders. JumpFly does not have a standalone Google Shopping page, and its published results are light, so buyers should ask for Shopping figures from clients in their own category.
Click Click Media is a Sydney Google Premier Partner that describes its Shopping work as feed-first. Its 31 specialists all work from its Norwest office, with no offshoring, and it has managed more than $115 million in ad spend.
Management starts at $900 a month, most Shopping clients spend $2,500 to $5,000 a month on ads, and after an initial 90 days the contract is month to month. For Bathroom Sales Direct it delivered a 204% revenue increase in 90 days, and Blacktown Building Supplies saw conversion value rise 55% over the same period. The agency also offers SEO and ecommerce web development, and it is best suited to Australian retailers.
Impression is a Nottingham agency of more than 120 people, a certified B Corp and the 2026 Independent Agency of the Year at the Global Agency Awards. It runs Google Shopping and Performance Max inside a wider performance practice that includes SEO, digital PR and analytics, and it advises clients on choosing a CSS partner.
For interiors brand Abigail Ahern it took Shopping ROAS to 1,588%, up from 691% the year before, and for Rutland Cycling it grew revenue 30% year on year. Offices in London, Manchester and New York give it reach beyond the UK. Impression is an integrated agency rather than a Shopping specialist, which suits retailers who want paid, organic and PR planned together.
OuterBox has built and marketed ecommerce sites from Akron, Ohio since 2004, and its 300+ in-house staff work across BigCommerce, WooCommerce, Adobe Commerce and custom platforms as well as Shopify. For retailers whose store is not on Shopify, that platform range is a practical advantage when feed problems start in the catalog system.
A Google Premier Partner, OuterBox handles Merchant Center setup, feed optimization and ROAS-based bidding, and says Shopping management fees typically run 7% to 15% of ad spend. Clients include JEGS, Sur La Table, RepairClinic, Rocky Boots and Golfballs.com. Its Shopping page does not list client results, so buyers should ask for Shopping-specific case studies.
Impressive Digital is a Melbourne performance agency founded in 2016, now with offices in every major Australian city. It is a Google Premier Partner and a certified B Corp, and its Shopping practice covers feed optimization, campaign structure and bid management for some of the country’s best-known retail brands.
For Acer it grew online revenue 159%, for period underwear brand Modibodi it lifted conversion value 74% year on year, and for Nine West it improved ROAS by 22%. SEO is a large part of the business, and several of its showcase results are organic rather than Shopping, so buyers should ask for paid-only figures. Its size also makes it a better fit for established retailers than for small stores.
Google Shopping pricing has three parts: the ad spend paid to Google, the agency’s management fee, and in many cases a separate charge for feed management. The ranges below come from fees the agencies on this list publish.

Most agencies suggest at least $2,000 to $5,000 a month in ad spend before paying for management, because Shopping and Performance Max campaigns need enough conversions to optimize. Retailers that also sell on Amazon should compare the top Amazon PPC agencies, since marketplace fees are structured differently.
In the United Kingdom and the European Economic Area, Shopping ads are placed through Comparison Shopping Services (CSS). Every retailer uses one, and by default that is Google’s own. Switching to an independent CSS can lower the cost per click on Shopping ads, and some providers on this list claim savings of up to 20%.
Agencies such as smec, Bidnamic, Genie Goals and Smarketer run their own CSS, while others work with third-party CSS providers. The saving applies only to UK and EEA campaigns, so it makes no difference to a US-only retailer. European retailers should ask every shortlisted agency which CSS their campaigns will run through.
A good agency will review your Merchant Center feed before talking about bids, pointing out weak titles, missing attributes, disapproved products and products with no impressions. If the first proposal skips the feed, the campaigns will inherit its problems.
Performance Max can quietly shift spend toward branded searches and remarketing, which inflates reported ROAS. Any Performance Max agency should be able to explain how it separates new customers from returning ones and how it keeps brand terms out of the numbers.
ROAS targets treat a low-margin product the same as a high-margin one. Agencies that feed product margin or profit data into bidding, and group products by performance, usually get more profit from the same spend.
Your Merchant Center account, feed and Google Ads account should stay in your name. If the agency uses its own feed tool, ask how you would export the optimized feed if you part ways.
A Google Shopping agency, sometimes called a Google Shopping ads agency or Google Shopping management agency, manages the product ads that appear with an image, price and store name in Google search results and across Google’s network. The work covers Merchant Center setup, product feed optimization, campaign and Performance Max structure, bidding, and reporting on revenue and return on ad spend.
Not exactly. Standard Shopping campaigns still exist, but Performance Max now runs Shopping ads for most retailers, alongside placements on YouTube, Display, Gmail and Discover. Both depend on the same product feed, which is why feed quality matters so much.
Most agencies on this list suggest a minimum of $2,000 to $5,000 a month in ad spend so campaigns can gather enough conversion data. Management fees then range from about $674 a month to 7% to 15% of spend.
Feed fixes can improve impressions within days, but campaign performance usually settles after 30 to 90 days, once Google’s bidding has enough data. Seasonal retailers should start well before their peak period.
A general PPC agency can run Shopping campaigns, but a specialist is more likely to invest in the product feed, margin-based bidding and Performance Max controls that separate profitable Shopping accounts from average ones.
The right Google Shopping PPC agency depends on the size of your catalog, the markets you sell in and how much of your growth depends on Google. Large catalogs benefit from product-level bidding and dedicated feed teams. European retailers should weigh the CSS savings some agencies offer. Smaller stores will get more from published, flat pricing. Whichever direction you choose, start with a feed audit and make sure the accounts stay in your name.
