WordPress itself is free, but a business site needs paid hosting, often a premium theme, and a handful of paid plugins for things like forms, backups, security and SEO. If the content needs rewriting, the platform needs replacing or years of pages need migrating, a redesign can cost as much as starting from scratch.
Whatever the scope, insist on a redirect plan. Every old URL that ranks or has links pointing at it should redirect to the right new page. Redesigns that skip this step regularly lose search traffic that took years to build.
