Hiring in Abu Dhabi works differently from hiring in Dubai. Government-linked employers, energy companies, ADGM financial firms and industrial businesses in Mussafah and KEZAD all compete for talent, and many have Emiratisation targets to meet alongside their normal vacancies. A recruitment agency Abu Dhabi employers can rely on understands those pressures and saves time. One that only sources from a Dubai desk often does not.
We looked for firms that name an Abu Dhabi base on their own websites and confirm the service they sell. That left eight: global professional recruiters, regional groups and Abu Dhabi-headquartered staffing businesses. Facts below come from each firm’s own pages, and anything we could not confirm is left out. If your search also covers Dubai, read our Dubai recruitment agencies list. If you are planning an office as well as a hire, see our Abu Dhabi coworking spaces list and the Abu Dhabi services hub.

Robert Walters lists its Abu Dhabi office at Al Khatem Tower, ADGM Square, Al Maryah Island, which puts it next to the financial free zone where many regulated employers sit. The Abu Dhabi page says the firm has served the Middle East for over 25 years, with offices in Abu Dhabi and Dubai.
Services on that page cover permanent recruitment, volume recruitment, executive search Abu Dhabi employers use for senior mandates, and market intelligence, plus recruitment process outsourcing that it describes as including Emiratisation, government-linked hiring and large-scale workforce planning. Its priority disciplines are accounting and finance, banking and financial services, human resources and business support, legal, sales and marketing, technology and digital, and luxury and retail.
The firm also publishes a 2026 Salary Survey and an Employee Benefits Guide, which are useful if you are setting pay bands for a new hire. It suits employers filling professional and senior roles in finance, legal and technology, and organisations that want one agency across Abu Dhabi and Dubai, including ones weighing fees and timelines before they commit.
Hays says on its Middle East site that it works from offices in Dubai and Abu Dhabi, and that Hays Middle East has operated since 2005. It does not publish a street address on the pages we read, so ask for the current office location when you enquire.
The services listed are permanent and contract recruitment, executive search, advisory and workforce strategy, recruitment process outsourcing, managed service provision, contract management outsourcing and salary benchmarking. Specialisms include accountancy and finance, business support, construction, human resources, legal and technology.
Hays reports about 9,500 staff across 30 countries and more than 50 years of operation globally. It also publishes GCC salary guides drawn from surveys of employers and professionals, and it warns visitors about recruitment scams on its homepage. It suits companies that need contract and permanent professionals in several disciplines and want an international agency with a structured offer, including outsourced hiring programmes.
NADIA Global states that it has offices in Dubai, Abu Dhabi and Riyadh, and that it runs a Training Institute in Abu Dhabi. The company gives its founding year as 1983 and says it has served the UAE and wider GCC for over 40 years.
On the recruitment side it lists permanent, temporary, bulk and outsourcing hiring, advisory services, Emiratisation services and executive search. It also offers corporate training programmes for team performance and leadership development, which makes it a one-stop option for firms that want to hire and then train the same people.
The site reports a candidate database of more than one million and over 170,000 placements, which are the firm’s own figures. It names accounting, banking, construction, healthcare, IT, oil and gas and logistics among the industries it serves. It suits employers that need volume hiring, Emiratisation support or both, and prefer a long-established regional name.
Reach Group gives its address as Abu Dhabi Mall, West Tower, 7th and 13th floors, and describes itself as headquartered in Abu Dhabi and expanding across the GCC. The group says it was founded in 1999, starting as a regional recruitment and outsourcing business.
Its recruitment arm, REACH Employment Services, covers employment, HR, administration, procurement and finance support. Other group brands cover business process outsourcing, contact centre operations, digital solutions and sustainable energy, so the firm can supply whole teams rather than single hires.
That structure suits companies setting up or expanding an operation in Abu Dhabi that need staff, payroll-side support and back-office functions from one supplier. If your need is a single senior executive hire, a specialist search firm may be a better fit. If it is a team of administrators, call centre agents or support staff, Reach is built for it, and the group can scale the team up as the project grows.
TASC Outsourcing lists an Abu Dhabi office at Al Saada Tower C, Office 704, Plot 56, Al Nahyan area, alongside a Dubai headquarters on Sheikh Zayed Road and two offices in Saudi Arabia. The site says the company has operated for over 19 years.
Services include contract staffing, managed services for IT and digital functions, PEO and employer of record, recruitment process outsourcing, permanent recruitment, market entry services, HR and payroll, and corporate services such as business setup and PRO work. The group also runs AIQU for technology talent and Falek Tayyeb, a job platform for Emiratis.
TASC reports more than 10,500 associates and over 750 clients, which are its own figures. It suits foreign companies entering Abu Dhabi that want to employ people before they have a local entity, and employers who prefer contract or outsourced staff to direct payroll.
Nathan HR lists a branch office at Office 1402, 14th Floor, Three Sails Tower, Al Bateen, Abu Dhabi. The site says it is licensed by the Ministry of Human Resources and Emiratisation in Dubai and Abu Dhabi, and that it has more than 15 years in the region.
Its offer is wider than recruitment alone. It lists HR outsourcing, payroll management, PRO services, insurance procurement and accounting alongside employer of record, contractor of record and PEO solutions. On the hiring side it offers permanent and temporary or contract recruitment, Emirati recruitment, remote workforce and workforce mobilisation.
The firm reports serving more than 2,000 businesses and managing over 35,000 employees across six countries, figures it publishes itself. It is a practical choice for smaller companies and international teams that want hiring, visas, payroll and compliance handled together, rather than coordinating separate suppliers.
Evolution Middle East states on its Abu Dhabi recruitment page that its headquarters is in Musaffah M38, Abu Dhabi, which places it in the industrial zone rather than the city centre. That is convenient for manufacturers, contractors and logistics employers based nearby.
The services it lists are recruitment, HR consultancy, Emiratisation, insurance and executive search. Its site also lists employer of record, PEO, payroll outsourcing, staff outsourcing, visa outsourcing, recruitment process outsourcing, and visa and government services.
That mix suggests a firm aimed at employers that want hiring and administration in one place, in particular companies with Emiratisation obligations and blue-collar or technical staffing needs. Ask for sample shortlists and a written breakdown of fees for each service before you sign, since a bundled offer can hide which parts you are paying for.
Al Sahraa Group gives its address as M37, Mussafah Industrial Area, Abu Dhabi, and says it was founded in 1983. Recruitment and manpower services is one of the divisions listed on its homepage, next to transport and logistics, general contracting, construction and engineering, and infrastructure.
This is a diversified group, not a specialist agency, and the site gives little detail about how the recruitment division works. That matters when you compare it with the others on this list. Its advantage is context: a business that runs road transport, contracting and maintenance operations understands industrial and project labour needs first-hand.
It is best suited to contractors, industrial operators and project owners in Mussafah and the wider emirate that need manpower supply for operational roles. For corporate, financial or senior professional hiring, one of the dedicated recruiters above will give you a more tailored search. Ask for the licence details and fee terms in writing.
Ask for the trade licence and check which authority issued it. Mainland firms are licensed by the Abu Dhabi Department of Economic Development (ADDED), while others sit in ADGM, KEZAD, Masdar City or twofour54. Recruitment agencies also deal with the Ministry of Human Resources and Emiratisation, so ask about their MOHRE status. A named office, a landline and consultants who know the Abu Dhabi market are better signs than a mobile number and a PO box.
Private companies with 50 or more employees face Emiratisation targets, so many Abu Dhabi employers need Emirati candidates as well as expatriates. Ask whether the agency has an Emirati talent pipeline, how it sources it and whether it can advise on targets and reporting. Agencies that treat Emiratisation as a separate service line, such as NADIA Global and Robert Walters, can usually explain how that works in practice.
Permanent placements are usually charged as a percentage of first-year pay, with a replacement guarantee if the hire leaves early. Contract and outsourced staffing is charged as a monthly rate that includes the employer costs. Get the percentage, payment trigger and guarantee period in writing, and amounts in AED. Candidates should not be asked to pay for placement, and agencies such as Hays and Connect Resources warn publicly about fraud.
If you have no UAE entity yet, an employer of record or PEO provider can hire for you and run payroll and visas while you build your presence. TASC Outsourcing and Nathan HR both offer this. If you already have a licensed entity and an HR team, a pure recruitment agency is cheaper and gives you more control over the employment contract.
Abu Dhabi hiring differs widely: ADGM finance and legal roles, government-linked entities, energy and industrial operations each need different networks. Ask for recent placements in your sector and level, and who would run your search. For senior roles, check whether the firm does retained executive search or only advertises vacancies. For high-volume roles, ask how it screens candidates before they reach you.
Abu Dhabi rewards agencies that know its employers. Global names such as Robert Walters and Hays bring structured professional search, while NADIA Global, Reach Group, TASC Outsourcing, Nathan HR and Evolution Middle East lean towards Emiratisation, outsourcing and bulk staffing. Match the model to the job: executive and professional search for senior roles, employer of record for market entry, and volume suppliers for operational teams.
Shortlist two or three firms, ask each for sector examples and written fee terms, and compare notes on how they handle compliance. If you are comparing cities, our Dubai recruitment agencies list covers the neighbouring market, and the Abu Dhabi services hub links the other business services we cover here.
