German buyers hold AI vendors to a high bar.
They want data kept in Europe, a clear answer on the EU AI Act, engineers who can talk to works councils and IT security, and a vendor that will still be around in five years. The AI development companies in Germany on this list meet that bar with named client work, not just a services page.
Every firm is headquartered in Germany and offers AI development as a core service, backed by case studies or named client projects on its own site. We gave weight to specialization in AI and data, published results, security practices and depth of delivery teams. Firms range from 50-person research-led teams in Berlin to IT houses with hundreds of engineers. For a wider European view, see our list of AI development companies in Europe.

Merantix Momentum was founded in 2019 and is based at the AI Campus Berlin on Max-Urich-Straße. Its team of more than 50 people from over 15 nationalities covers four service areas: AI strategy, AI development, AI operations and AI research, taking clients from identifying use cases to running AI solutions in production.
The case studies include numbers. For TÜV Rheinland it reports a 94% time saving, cutting a task from six minutes to 20 seconds, and a 17% to 40% improvement in vehicle damage search depending on class. For ams Osram it set up an AI center of excellence in under ten weeks, with an operating model now used across three continents. Other case studies cover Siemens Energy, the German federal government and ESMT, and client logos include Zalando, Lanxess and Porsche Digital. The company runs an ISO/IEC 27001-aligned security management system monitored through Vanta.
dida Datenschmiede GmbH is a Berlin machine learning company on Ritterstraße that builds custom ML software for process automation. Its offer splits into ML solutions, ML consulting, MLOps and ML research, with focus areas in LLMs, NLP and computer vision.
The named case studies are detailed and varied. dida built numeric attribute extraction from product descriptions for idealo, small mine detection from satellite imagery for the European Space Agency, automatic solar system planning for Enpal, convective cloud detection for the German weather service DWD and anomaly detection in track scenes for Deutsche Bahn. On the LLM side it built semantic search for public administration and AI agents for industrial customer service at Schroff. inovex has offered digital engineering for more than 25 years from its main location in Karlsruhe, with offices in Cologne, Munich, Hamburg, Berlin, Stuttgart, Erlangen and Bern. It employs about 500 permanent staff and says it uses no freelancers or subcontractors, which matters to buyers who care about who touches their data.
Its Data and AI practice develops strategies, architectures and applications, and its agentic AI work builds custom agents that use tools securely to run business processes. Named projects include analysis of legal texts with generative AI for Open Grid Europe, demand forecasting for REWE Digital, moving BMW Group from data silos to data products, and data science for ProSiebenSat.1. inovex also runs training on integrating generative AI services. It is the pick when the AI system has to sit inside a larger software and data program.
codecentric AG was founded in 2004 and is registered in Solingen, with offices in Berlin, Frankfurt, Hamburg, Munich, Stuttgart, Leipzig, Münster and six other German cities. It describes its approach as AI-native: designing, building and operating software with AI built in, and integrating generative AI into core business processes.
Its reference list shows agentic work in production. For insurer andsafe it built end-to-end automated claims processing with agentic AI. For Tchibo it built an agent platform that gives employees AI assistants for complex data queries. It also built a machine learning cloud for METRO.digital, supply chain optimization with machine learning for Flaschenpost, and AI enablement programs for JobRad and Hermes, where it helped scale AI coding adoption. codecentric fits buyers who want a German software partner with national coverage and growing AI agents experience.
AI Superior was founded in 2019 by AI scientists in Darmstadt and also has offices in Frankfurt Rhine-Main and Berlin. Its team is 57% PhD, 28% MSc and 15% BSc. Services cover AI consulting and strategy, custom AI software, generative AI and LLM development, chatbots, computer vision, predictive analytics and AI training for teams.
Featured case studies include pill detection and counting for a healthcare technology provider at a reported 99.9% precision and recall, a private custom LLM chatbot with source references for a consulting firm, telematics-based driver scoring for usage-based insurance, and roof detection for a solar company. Client logos include Boehringer Ingelheim, HUK-Coburg, Siemens, Merck and the European Space Agency. AI Superior suits buyers who need research-level machine learning in a compact team.
TNG Technology Consulting was founded in 2001 and is headquartered in Unterföhring, just outside Munich. It is an engineering-led consultancy whose AI work spans generative AI with large language and vision language models, computer vision for object detection and quality control, industrial machine learning and reinforcement learning.
TNG also builds AI productivity tools for automated code migration and test generation, and consults on model selection, validation and hardening, training data and simulation environments, and hosting. Recent work published on its site includes a secure AI home safety assistant presented at NVIDIA GTC Berlin and experiments extending an NVIDIA Nemotron vision language model with agentic web development abilities. TNG does not publish named client case studies, so ask for references. It suits buyers who want senior engineers to evaluate and harden models, not just wire up an API.
datasolut is a Cologne data and AI firm with more than 15 years of experience in AI and data platform projects and a team of 35-plus data and AI developers. It is a Databricks technology partner, a Microsoft Data and AI Solution partner and a member of the German AI Association (KI-Bundesverband). In 2023 it launched the Comma LLM, a generative AI service built to European and German security and data protection standards, and in 2024 it launched Alan, its own generative AI platform for the European market.
Alongside the platform, Comma Soft offers agentic and generative AI consulting, data strategy and cybersecurity. Its government-funded FASTGenomics platform for single-cell sequencing analysis, started in 2016, shows longer-running applied AI work. Client logos include Allianz, Audi, Boehringer Ingelheim, DHL and RWE, though the site does not tie them to specific AI projects. Comma Soft suits enterprises that want a German-built generative AI platform with consulting around it.
German AI projects succeed or fail on data access, security sign-off and operations, not model choice. Use these questions to test a shortlist.
Ask exactly which cloud regions, which model providers and whether any data leaves the EU. Comma Soft, for example, positions its Alan platform as GDPR-compliant and built in Germany, but you should still confirm where it runs. Get the answer in the contract, not a slide.
Ask how the vendor classifies each system under the EU AI Act, what documentation it produces and who signs off. statworx and Alexander Thamm both cover governance and training. If you are still at the audit stage, see our list of AI consulting firms in Europe.
Ask for a case with a number attached, such as Merantix Momentum’s 94% time saving for TÜV Rheinland or datasolut’s next-best-action engine for congstar. Then ask how long the system has run and who maintains it.
Machine learning and generative AI systems need monitoring, retraining and model upgrades. Ask whether the vendor offers operations, like Alexander Thamm’s DataOps or Merantix Momentum’s AI operations, or hands over to your team.
Some German firms staff projects only with permanent employees, which simplifies security reviews. Ask who will work on your data and where they are based.
Rates vary with seniority and scope. Expect a paid discovery or workshop phase before a fixed-price or time-and-materials build. statworx, for example, runs dedicated AI strategy and GenAI use case workshops before development.
Usually, yes. Buyers pay for proximity, German-language workshops, data residency and familiarity with works councils. Compare with our lists of nearshore software development companies and AI development companies in the UK before deciding.
On this list, Alexander Thamm, codecentric, dida, inovex and statworx publish work on AI agents. For a wider set, see our guide to enterprise AI agent development firms.
Both are strong. Munich has the larger enterprise AI consultancies, while Berlin has research-led teams such as Merantix Momentum and dida. Frankfurt, Cologne and Karlsruhe add specialists for finance, customer analytics and large software programs.
Germany’s AI development market rewards careful vendor selection. Alexander Thamm and statworx lead on breadth and track record, Merantix Momentum and dida on research-grade custom builds, inovex and codecentric on AI inside larger software programs, and AI Superior, TNG, datasolut and Comma Soft on specific niches from computer vision to an in-house generative AI platform.
Shortlist firms whose case studies match your use case, ask hard questions about hosting and the EU AI Act, and agree on who runs the system after launch. That keeps the project out of pilot purgatory and in production.
