Nice To E-Meet You!

What marketing services do you need for your project?

Twilio pricing is pay as you go: you pay per message segment, per voice minute, per phone number per month and per successful verification, with no platform fee for most products. As of October 2026, a standard US SMS costs $0.0083 per segment before carrier fees, a local outbound call costs $0.0140 per minute, a local number costs $1.15 per month, and Verify charges $0.05 per successful verification plus the channel fee. Twilio Flex, the contact center product, is the exception, with per-user or per-hour licensing on top of usage.

The list prices are low, but the bill is rarely just the list price. Carrier pass-through fees, A2P 10DLC registration, message segmentation, recording storage and transcription can add a meaningful share on top of the headline rate. This guide explains how each Twilio product bills, where the hidden costs sit, and what three realistic monthly workloads actually cost.

All prices below are US rates listed on Twilio’s own pricing pages, checked in October 2026. Twilio changes prices and carrier fees regularly, so confirm current rates before you sign a budget.

    How Twilio Billing Works

Twilio sells building blocks rather than bundles. Each API (Messaging, Voice, WhatsApp, Verify and so on) has its own meter, and your monthly bill is the sum of every meter that ran. There is no seat license for the core APIs, no minimum spend on a pay-as-you-go account, and you top up a prepaid balance or pay by invoice on a contract.

Most charges fall into four buckets:

    • Usage: per SMS segment, per MMS message, per voice minute, per WhatsApp message, per verification.
    • Pass-through fees: US carrier fees on messaging and Meta fees on WhatsApp templates, which Twilio collects and passes on.
    • Recurring fees: phone numbers, short code leases and monthly 10DLC campaign fees.
    • Licenses: only for products like Flex, which charge per user or per active hour.

The practical consequence is that the cost of a Twilio project depends far more on your traffic pattern than on the rate card. Message length, the carrier mix of your recipients, whether calls are inbound or outbound, and whether you record and transcribe all move the total. If you are still deciding whether Twilio is the right vendor at all, our Twilio vs Vonage vs Plivo comparison puts these rates side by side with the main alternatives.

    Twilio SMS And MMS Pricing

On the Twilio US SMS pricing page, the base rate is the same across long codes, toll-free numbers and short codes. SMS is billed per segment and MMS is billed per message.

Sender TypeSMS OutboundSMS InboundMMS OutboundMMS Inbound
    Long code (10DLC)$0.0083$0.0083$0.022$0.0165
    Toll-free$0.0083$0.0083$0.022$0.02
    Short code$0.0083$0.0083$0.022$0.0165

    Carrier Fees

US carriers charge their own per-message fee on application-to-person traffic, and Twilio adds it to each message. For outbound SMS from a long code, the listed fees are $0.0035 for AT&T, $0.0045 for T-Mobile, $0.005 for Verizon, $0.005 for US Cellular and $0.0042 for all other carriers. Outbound MMS carrier fees run from $0.007 to $0.01 depending on the carrier. Some carriers also charge on inbound messages, for example $0.0035 on AT&T inbound SMS.

Put together, a single-segment outbound SMS to a Verizon subscriber from a 10DLC number costs $0.0083 plus $0.005, or $0.0133. That is roughly 60 percent more than the base rate, which is why carrier fees are the first line item most teams underestimate.

    Segments And Failed Messages

A segment holds up to 160 GSM-7 characters, or 70 characters if the message contains any Unicode character such as an emoji or a curly quote. Longer messages are split into multiple segments, and each segment is billed and carries its own carrier fee. A 200-character reminder costs twice as much as a 150-character one. Twilio also charges a failed message processing fee of $0.001 for messages that end in a failed status.

    A2P 10DLC, Toll-Free And Short Code Costs

Any business texting US recipients from a standard 10-digit number must register a brand and a campaign through The Campaign Registry (TCR). Twilio passes these fees through. As listed in Twilio’s help center in October 2026:

    10DLC FeeAmountFrequency
    Sole Proprietor brand registration$4.50One-time
    Low Volume Standard brand registration$4.50One-time
Standard brand registration (includes secondary vetting)$46One-time
    Campaign vetting$15 per campaignOne-time
    Standard campaign$10Monthly
    Low-volume mixed campaign$1.50Monthly
    Sole Proprietor campaign$2Monthly
    Charity / 501(c)(3) campaign$3Monthly
    Emergency services campaign$5Monthly

These fees are small, but rejected registrations cost time and can carry appeal fees, and an unregistered number will have its traffic blocked. Our guide to A2P 10DLC registration covers the approval process, throughput and common rejection reasons in detail.

    Short Code Leases

Short codes deliver the highest throughput but carry a large fixed cost. Twilio lists a $1,000 one-time setup fee and a lease of $3,000 per quarter for a random US short code or $4,500 per quarter for a vanity code, with annual billing at $11,000 and $16,500 respectively. Per-message rates and carrier fees still apply on top. Toll-free numbers sit in the middle: a $2.15 monthly number fee, the same base SMS rate, and a verification step instead of TCR registration.

    Twilio Voice Pricing

Voice is billed per minute, with separate rates for inbound and outbound and for each type of connection. The Twilio US voice pricing page lists these pay-as-you-go rates:

    Voice ItemUS Price
    Local outbound call$0.0140/min
    Local inbound call$0.0085/min
    Toll-free outbound call$0.0140/min
    Toll-free inbound call$0.0220/min
Browser or app calling (in or out)$0.0040/min
SIP interface or BYOC trunking (in or out)$0.0040/min
    Local number$1.15/month
    Toll-free number$2.15/month
    Call recording$0.0025/min
    Recording storage$0.0005/min per month
Conversation Intelligence transcription$0.024/min batch, $0.027/min streaming

Two details matter for budgeting. First, inbound toll-free minutes cost more than inbound local minutes, so a support line on a toll-free number pays a premium for the convenience to callers. Second, a call that is forwarded to a mobile phone generates two legs: the inbound leg and an outbound leg, each billed. Teams that already run SIP infrastructure often route through Elastic SIP Trunking or bring their own carrier to cut per-minute costs; see our list of top SIP trunking providers if that is your route.

    Twilio WhatsApp Pricing

WhatsApp has two layers of cost. Twilio charges its own fee of $0.005 per message, inbound or outbound, according to the Twilio WhatsApp pricing page. Meta then charges per template message, with rates that depend on the template category (marketing, utility or authentication) and the recipient’s country.

    • Service window: when a customer messages you, a 24-hour customer service window opens. Free-form replies inside that window carry no Meta template fee, only the Twilio fee.
    • Utility templates: free from Meta when sent inside an open service window; charged when sent outside it.
    • Marketing and authentication templates: charged by Meta at country-specific rates. Check Twilio’s downloadable WhatsApp price list for the countries you message, because rates vary widely by market.
    • Failed messages: the same $0.001 failed message processing fee applies.

For support-led use cases where customers start the conversation, WhatsApp is often cheaper than SMS. For outbound marketing, the Meta template fee usually dominates the bill.

    Twilio Verify Pricing

Verify is Twilio’s managed one-time passcode and authentication API. On the Twilio Verify pricing page, the price is $0.05 per successful verification plus standard channel fees, such as $0.0083 per SMS in the US. Push and TOTP verifications are included in the verification fee.

Twilio does not charge the $0.05 fee on failed, expired or incomplete verifications, but SMS and WhatsApp delivery attempts can still incur channel charges. The base fee includes Verify Fraud Guard, Twilio’s automated protection against SMS pumping fraud. Twilio says custom pricing is typically considered at 100,000 or more verifications per month.

The tradeoff is simple: building OTP on raw Programmable Messaging is cheaper per message, while Verify costs more but handles code generation, retries, rate limits, channel fallback and fraud filtering for you. For most teams, the fraud protection alone justifies the premium once volumes grow.

    Twilio Flex Pricing

Flex is Twilio’s programmable contact center, and it is the one Twilio product with license pricing. The Twilio Flex pricing page lists three models, and an account must pick one:

    Flex ModelList PriceBest For
Named userFrom $150 per named user per month (contract required)Stable, full-time agent teams
User + usageFrom $35 per monthly active user, plus metered usage of underlying servicesExisting Twilio accounts that want granular control
Active user hourFrom $1 per active user hourPart-time, seasonal or variable staffing
Free trial5,000 active user hours for new Flex accountsPilots and proofs of concept

The Flex license includes WhatsApp session messages and Facebook Messenger messages. WhatsApp template messages are billed separately, and Agent Copilot (in public beta) is listed at $0.035 per voice minute and $0.005 per digital message. Telephony, such as voice minutes, phone numbers and SMS, generally runs at standard Twilio usage rates on top of the license, so model it separately.

    Hidden Costs And Volume Discounts

The rate card rarely surprises anyone. These items do:

    • Carrier fees: often 40 to 60 percent on top of the base SMS rate, depending on your recipients’ carriers.
    • Unicode and long messages: a single emoji cuts segment length from 160 to 70 characters and can double or triple the cost of a message.
    • Multiple call legs: forwarding, conferencing and transfers each add billable legs.
    • Recording storage: it accrues every month until you delete recordings, so set a retention policy.
    • Transcription and AI add-ons: at $0.024 per minute or more, transcription can cost more than the call itself.
    • SMS pumping fraud: bots triggering OTPs to premium numbers can run up large bills on unprotected signup forms. Use Verify Fraud Guard or geo-permissions.
    • Engineering time: Twilio is a developer platform. Build, testing and maintenance usually cost more than year-one usage for small deployments.

On discounts, Twilio says some voice discounts apply automatically at volume thresholds, but it does not publish SMS volume tiers. For larger volumes, Twilio points customers to their account team and to committed-use contracts, where you agree to a minimum spend in exchange for lower rates. If your forecast is steady and large, ask for committed-use pricing before you scale, not after.

    Worked Monthly Cost Examples

These estimates use the October 2026 list prices above. They are illustrations, not quotes; your carrier mix, message length and contract terms will change the totals.

Example 1: Appointment Reminders Over 10DLC

A clinic group sends 50,000 single-segment reminder texts per month from one registered local number on a standard campaign, with recipients split roughly evenly across AT&T, T-Mobile and Verizon.

    • Base SMS: 50,000 x $0.0083 = $415
    • Carrier fees (average about $0.0043): about $217
    • Local number: $1.15
    • Standard 10DLC campaign: $10
    • Monthly total: about $643, plus $61 one-time for brand registration and campaign vetting

If those reminders ran to two segments, the base and carrier lines would both double, taking the total to about $1,275.

    Example 2: A Toll-Free Support Line

A software company takes 20,000 inbound minutes a month on a toll-free number, records every call and transcribes them in batch for quality review.

    • Inbound toll-free minutes: 20,000 x $0.0220 = $440
    • Toll-free number: $2.15
    • Recording: 20,000 x $0.0025 = $50
    • Storage (first month): 20,000 x $0.0005 = $10
    • Transcription: 20,000 x $0.024 = $480
    • Monthly total: about $982

Transcription is the largest line, more than the minutes themselves. Storage also grows each month unless older recordings are deleted.

Example 3: A 25-Agent Flex Contact Center With Verify

A fintech runs a 25-agent Flex team, with each agent logged in about 160 hours a month, and verifies 30,000 users a month by SMS.

    • Flex named user: 25 x $150 = $3,750 (or about $4,000 on active user hours: 25 x 160 x $1)
    • Verify: 30,000 x ($0.05 + $0.0083) = about $1,749, plus any applicable carrier fees
    • Voice minutes, numbers and other channels: billed on top at usage rates
    • Licenses and Verify: about $5,500 per month before telephony

For a full-time team, named users come out slightly ahead. If the team were part-time and averaged 80 logged-in hours each, active user hours would cost about $2,000 and win instead.

    Frequently Asked Questions

Does Twilio Have A Monthly Subscription Fee?

Not for its core APIs. Messaging, Voice, WhatsApp and Verify are pay as you go, and your recurring costs are phone numbers, short code leases and 10DLC campaign fees. Flex is the main exception, with per-user or per-hour licensing.

How Much Does One Twilio Text Message Cost In The US?

As of October 2026, $0.0083 per outbound segment plus a carrier fee of roughly $0.0035 to $0.005, so about $0.012 to $0.013 for a short single-segment text from a registered 10DLC number.

Is Twilio Cheaper Than Its Competitors?

Not usually on raw per-unit rates; several CPaaS providers list lower SMS and voice prices. Twilio’s case rests on documentation, reliability, breadth of products and its partner ecosystem. Our roundup of Twilio alternatives covers the cheaper options.

    Does Twilio Offer Volume Discounts?

Yes, but mostly through negotiation. Some voice discounts apply automatically at thresholds, while SMS, Verify and committed-use discounts go through Twilio sales. Verify custom pricing typically starts around 100,000 verifications a month.

Are A2P 10DLC Fees Charged By Twilio Or The Carriers?

Registration and campaign fees come from The Campaign Registry and the carriers, and Twilio passes them through to your bill. Per-message carrier fees are also pass-through charges, separate from Twilio’s own per-segment rate.

    Conclusion

Twilio’s list prices are easy to read and hard to forecast. The rates for SMS, voice, WhatsApp and Verify are low, but carrier fees, segmentation, call legs, recordings and transcription decide what you actually pay, and Flex adds a license layer on top. Model your real traffic, set a recording retention policy, protect signup flows from SMS pumping, and ask for committed-use pricing once volume is predictable.
