A replatform and a version upgrade look similar on a proposal and feel nothing alike in delivery. Replatforming means modeling data that was never designed for Magento, rebuilding the front end and reconnecting every integration. A Magento 2 migration from Magento 1, or a jump across several Magento 2 releases, is mostly a compatibility exercise: which extensions still exist, which customizations have to be rewritten against new interfaces, and which database changes carry risk.
